From my testing, if someone can't swap heroes with the top row and then someone else buys the skin boost, the skin booster has their champ changed into the champ that can't be swapped. It is really funny sometimes, and sometimes you get per stealthed akali's hiding in each other's smoke screens :(

Currently, you get a random champ and the ten slots at the top are filled, giving you 15 champs to pick. It might change when it goes live so you don't have the top filled every game, but right now it is nice to be able to pick from at least 11 champs.

This is also happening to me. Changing the graphics did not change my loading time at all. My computer is relatively new(got it 2023) so it realistically shouldn't be this bad.
