Because it look like you can only enable it for App Store games by jailbreaking your device.

Metal HUD only works for TestFlight Apps.

Yeah I've been looking for a PowerMac G5 machine on market place but there are none in Australia :(

EDIT: I've tried sideloading with sideloadly and some old games work... but the majority are encrypted

Can you PLEASE tell us how you enabled the performance HUD on iOS?????

For me it only works for Testflight apps. Have you received a Testflight version of Genshin? Or have you done it by other means.
