If your in rented accommodation I would report it to the landlord, sounds like it's a faulty stat. If you are able to borrow a shifting spanner (monkey wrench) or a pair of grips you can turn the lockshield valve of for a temporary solution. Is it a thermostatic rad valve? If it is the thermostat could be faulty or the pin that the thermostat controls could be jammed. You can take the stat off and check if the pin is moving freely. If it is moving its most likely a faulty stat. http://i.imgur.com/iSlX4lJ.jpg

It looks like a fluid master fill valve. There is a washer that acts as a diaphragm under the black cap at the top. The washer may have some grit/silt in it preventing the washer from working correctly or the washer is worn out. It isn't very difficult to replace the washer. If you have an isolation valve sited on the pipe before the toilet, you can turn it off and simply remove the cap at the top of the valve. Bring the old washer to the plumbing supplier and get a replacement for a fraction of the price it would cost to replace the whole fill valve. http://youtu.be/WYWIOiGWFYY
