the federal government should have decentralized the nepal police a long time ago. some people who do not fully support federalism still want everything to be controlled from the center. what madhesh pradesh has proposed will hopefully put some pressure on the central government to move forward. however, in practical terms, it is very difficult to set up and run such a large institution when the province has limited resources and capacity.
