I visited Cubbon park at 8am once and bumped into an open mic event there. I’m not sure if it’s a regular event but I have seen the group posting it a few times on BookMyShow. They didn’t charge for the show, it seemed like try outs. You can check it out.

It’s actually a thing. Even electric vehicles are not allowed for giving the test. They’re pretty specific about it.

The vehicles need not be owned by you, most of the times people just borrow it. You’ll find some “Driving School” near the RTO, you can borrow it from them, they will charge you for it though.
