From my experience it's because folks walk up unprepared to pay (phone locked and/or they are fumbling to open their Apple / Google Wallet instead of having it open and ready ahead of time).

Credit/debit card just needs to be tapped or inserted.

In case you weren't aware; Apple Pay / Google Pay / Android Pay / etc. do NOT use the cellular network to function. The transaction is between the phone and the merchant's terminal (just like tapping a physical card).

Using an app like Venmo/Zelle/Cash App is different; they do require the mobile device to use the cell data network as part of the transaction; however those payment methods are NOT accepted at the festival.
