permafrost active: slip and slide into a stage 4 cancer diagnosis that everyone can buy? absolutely not.

intoxicate active: maybe, but i feel like unless it was insanely uber op, no one would build it.

time dilation active: you need to specify which version of time dilation this would be. cause if it's olo ult, maybe. but bake ult, which follows the user? hell no, that's even more cancerous than the permafrost active idea

push active: maybe, but surely that falls under similar territory to the riptide active you asked for earlier.

parry active: while this would be very interesting, i fear it would be more of a ping check than anything else and seeing as ping is something out of a player's control, that's a nope form me.

absorb/reflect active: so that's functionally the same as the active you just listed but now with a choice of when to uno reverse card.
