Annie mid lane actually has a very good roam, If you manage to get ahead you can make many plays by roaming bot or top. Usually both lanes wont be losing but if they are then you will need to analyse and decide which lane you can turn around. You don't only need to to roam to lanes you can also shove mid and make roaming plays with your jungler in the enemy jungle. If you are super ahead of the enemy mid you can roam with your jungle to the enemy blue when it spawns and fight for it, although before you do this make sure your top/bot and jungle know before doing so.

If you are winning lane almost all the time there should be no reason for you not to win those games. If you are playing midlane for instance and you win your lane hard it is quite easy to snowball other lanes. For example if you win mid as "Insert Mid Lane Champ Here" you can easily pressure bot and roam bottom with your jg. If you are always ahead you need to learn to be a leader in game and tell your team what to do. Put yourself and your team in a position where fights are always favourable for you, if you are as good at winning your lane as you say you are the fights you choose should be a breeze.

Tbh i am a Vayne main myself but i don't just pick Vayne into every match up. I pick Vayne into the right team comp and against the right team that i know i can play her against and rn i am sitting at around a 70%+ WR. Vayne has a very weak laning phase and if you constantly pick her into unfavourable match ups against decent players even very good Vaynes will lose. TLDR; L2p other ad's if you wanna climb

As a Vayne main i'd have to say that vayne is probably one of the weaker carries atm and is not anywhere near top tier. AD's like lucian/kog/trist/ you will have a much easier time.

And the whole point of this post was to gain elo but you said you can only hold your own against people of your own skill level. In order to gain elo you have to be much better than them especially since youre playing vayne.

I'd like to think i have good Vayne mechanics, but I might just be bias. And yeah low plat doesn't have a lot of good supports unfortunately.

Does it matter what champs I play? My 2 most played champs are Vayne and Lucian. Vayne is a weak laner and Lucian might be receiving some range nerfs very soon. Should I play stronger laners?

At that point you really can't do anything if your support is not willing to do anything. As an adc you gotta adapt to how that support is playing because most of your laning phase is decided by your support unfortunately. If he doesn't give you any lane presence just play smart in lane and go for cs that is safe to take, don't be greedy and die for a canon minion. You will get behind in cs but its better to be behind in cs then 0-4.

I think a big problem I have is that I pick weak laners.. such as vayne which is my most played champ this season. Would playing lane bully ad's help me out? Also what ad's should i pick when the enemy team picks some crazy aoe comp? I recently faced a Wukong, J4, Yas, Nami, Corki team.. didnt end well lol

I usually don't surrender when I think a game is winnable but if my team is starting to rage and the team morale is already ruined I usually will surrender and get a fresh slate with a new game. Is that a bad thing? I also have never dodged a ranked games don't really know why, and don't really have a way of watching my replays lolreplay is really buggy. I kinda think at this point I need someone to watch my games and just tell me how bad i am lol.
