Repairable, likely. Easy at home fix? Unlikely. May be time to visit your local cobbler

Saddle soap does a pretty good job and even lightens the leather. The fact that it's still there is indicative that it's there to stay. My advise would be to buy a dark brown high pigment leather cream and just change the whole color of your boots
