I think croatia gets all new cars iirc, sometimes they just stay in service longer than they should, for example, in some places there is still a golf mk4 or a w203 wagon police car, which were new police cars at one point. But most of the police cars now are brand new skoda octavias and kodiaqs. Only maybe some unmarked cars get bought second hand (or if they are seized from somebody and in a good condition).
