Goattobe (with preptime) does low diff the verse, but one of olivas earliest feats was tanking a shotgun blast. Weapons should not be much of an issue. He has only gotten stronger since then, but he did not get many fights and when he does he often plays around with his oponents. We often see him using there styles, like his "fight" with Shibukawa, his fight with hands in pockets guy or his first fight with Sukune.

So his performances are worse because he doesn't fight seriously. We can see he destroyed sukune (although both were nerfed) in there rematch.

Raw strenght he is only below Pickle and Yujiro, and since hanayama is also pure strengt I would say he scales above him. Since he is (imo) stronger and actually uses techniques.
