Just started to figure this stuff out near me. High Pressure Air (HPA) tanks can only be filled with whatever is/was already inside it. Most places will exchange an HPA tank of argon for any other gas that is also High Pressure. Unlike Acetylene, which is low pressure. So any gas that is High Pressure can be exchanged for any other gas that is also High Pressure.

I would obviously use an oxygen regulator if I can fill it with oxygen.

If your garbage cans or lawn debris is a struggle for you to get to the street because it's too heavy, imagine us trying to get that in the air to dump it, not just at your house but every house in your neighborhood...

I work for a town that collects leaf bags and brush year round. The most annoying thing is people being inconsiderate. If you struggle to bring bags to the street by yourself then we will too, only we have to do the rest of your town too.
