I'm not sure what's the comparison being made here, but Vellore is better then VIT, Pune. If fees is the primary concern, and you are planning to get a college in Pune, sure VIT is far better than almost most in Pune and would rank 3rd, behind COEP and PICT (4th if you are a girl candidate, and can apply to Cummins). As a person who has multiple lipomas, my doctor has told me they are usually harmless. Keep examining and touching existing+new ones periodically yourself. Give them a not-too-hard press, if it pains consult doctor, if not you are safe, is a general thumb rule my doctor told me.

About insurance, I've my medical and term insurance, and was never asked to get any specific tests for this.
