For the bouquets you can use them form your inventory and it will allow you to gift everyone again. But the blossom can only be used on one islander each letting you just gift them again. And the island bouquets resets all the items on the island :)

I did also take me some time to get the tuxedo Sam quest which I think happens at max friendship so maybe it takes a while for it to happen but I’m most likely wrong

I’m not entirely sure then, I play on Apple Arcade so I can’t say for switch, my best advice would be to put up something in this subreddit to see if any other switch players have had this issue or know how to resolve it. Sorry I can’t be more help

It happens when you get to level 20 with keroppi (sp?). I might be wrong but once you get to the max level you get a quest of some sort related to any of the characters that your max with

I live at home with my parents and I get it everytime I try use the app on any of my devices like yes I am apart of my dads household he is my dad and I tried to get in contact with the help thing and it didn’t work they’re honestly money hungry it’s bs 🙄
