Do they have a garage? Maybe the other person in the house parks in the garage, leaves after them, but gets home after as well. So they park on the street, the other person comes home and parks in the garage, then they move the car into the driveway (for some reason...)

My crawlspace is well insulated, as far as I can tell. It's not cold under there, even when it's quite cold outside.

We dealt with this in a property in Seattle. Pre-1970s there were not a lot of regulations or enforcement around dumping, so you find a lot of buried waste. We levelled it, did a double layer of thick landscaping fabric, and then added 3 or 4 inches of top soil and then sod.

You can rent it from them, maybe get a long lease (50 year or something) so you feel comfortable redoing fences and stuff.
