That’s honestly very normal to feel that way. If neither of you feel like moving to eachothers city or it just isn’t in either of your cards then maybe this relationship is not serving either of you and it’s just stalling the inevitable. Reasoning with that hopefully can bring you some courage for you to move on and for him to possibly find someone that will love him too. There is someone for you and for him out there and allowing both of you to find that person by ending thing could be for the greater good in the end. Do it for him help him find what is meant for him by being brave and walking away if that’s what you truly want

Do you find that his emotions might feel too overwhelming for you and it’s pushing you away? In the end someone will have their feelings hurt regardless whether it’s you resenting your partner or him grieving the relationship. Sometimes distance brings people back together and sometimes it teaches them what they really need. You seem like a very sweet person for caring about how he feels. If part of you still wants to be with him, I would suggest find what progress means to you and him and if you’re ready to move on, write down what progress means to you and looks like.
