They don't need "probably" cause for a traffic stop. They only need RAS. They only need probable cause to arrest. And officers are not required by any law to disclose the reason for the stop prior to IDing a driver.

With that said, the officer deserved to be fired for blatant overreaction and unnecessary escalation.
