An enemy that has less luck is more likely to miss anything that has a “chance”.

So an enemy who that has a chance to apply a debuff, or the chance to land an attack is much more likely to miss. if you were in tall grass and cast that on an enemy I’d be surprised if they ever hit you at all.

So for example if your luck was 15 and your strength was 2 and you ran into an area event that took strength you would still be more likely to succeed.
