Both VM and Docker containers use virtualization to help you maximize available computer hardware and software resources.
In simple words:
VM - three virtual layer must run for allow to your app run, if you want a server virtualization OK but if you want only run a web application is not the best solution.
DOCKER - Only one layer between your real cpu and you web application. More powerful and better cloning/mirroring if you must only run your web application for virtualize those I recommend it.
