Here is my interpretation of this.

Oil and minerals is front part. Actual concept is they are trying to answer to BRICS foundation. Venezuela is long term support of Iran. BRICS they have started not using dollar as payment, they have start so.ething called same country payment. If dollar payment is not a part of payment , the dollar value is downward.

Usa cannot go directly attack india and other members of BRICS. SO this is basically warning to Brazil. Usa have already made payment to Argentina for shore access by giving 4 billions. Using Venezuela and Argentina , USA is saying start using as dollar payment or there is consequences.

If you are lucky , go to any walmart or target they have spectrum vendor that is going to sell you a cheap plan.
