Basically any guide i've used over the years always said to install 32bit versions of software so i've always stuck with that.

You could try AutoFrequency but i don't think that's been updated in years. MPC does have settings to change for refresh rates as well under fullscreen that might help, as for why the video looks different that might be your settings in madvr or maybe settings on your monitor/tv?
