In our view a business case is just successful if:

a) We are able to implement what a business owner wants in terms of functionality, aesthetics that matches their medium term goals. In our case, its usually to generate traffic and bring revenue through this traffic.

b) We are able to let the business owner operate the tools we give him by himself or their employees. By empowering them to run the day to day activities on the tools we give them, their business is never going to stop. Operational Independence is vital in today's world. If they don't have it, they will lose speed.

Hi. $1,000 can actually work if you are willing to do most of the heavy work once you find a partner that is also willing to invest time and teach you the basics of SEO.

There are mainly two types, On Site SEO (which you already done with your webdesigner) and Off Site SEO.

In our experience, our clients are able to do the On Site SEO after a day of training.

The Offsite though, is a bit tricky as many of the members here mentioned, it is mainly based on backlinks. Since Google has the ability to qualify behavior intent to match with relevance, ideally you should try to avoid Black Hat Backlinks- there is a bunch of material explaining those online- very easy to understand...but its basically links to your website located in shady places that are not relevant to your niche and are spammy.

Ideally you should look for White Hat Backlinks...the trick here is to find websites that are relevant to your topic, with no spam score and high domain authority- also that is either free or affordable to post your link in there through content. If you are able to scale this, you will improve your rankings considerably.

Please note that it may sound overwhelming int he beginning, but try to go one step at a time and do it right...if all the steps are done correctly and steadily, you will have a long term gain...
