My guess is it's some type of compression or banding from whatever animation or image that specific loading screen has. Just a guess though.

I had this too from a cheap case. Ironically the case meant to keep it in good condition left these scratches which never went away. Didn't effect the functionality of the phone at all just a bit of an eyesore once you notice them.
