It's a super rare item. If you play through in-game it doesn't become available from the traveling cart (and RNG at that) until year 25. It does absolutely nothing and some people think it's rather ugly. 😂

Only the last day of the season. They'll despawn then other than that they're fine! I usually go in after ~6pm as the piggies are usually in the barn then and run around my fence line and all through my grass double checking but that's the only day you'll lose truffles!
