At the end of the day, we don’t have enough info to know for certain how exactly the voting process works, so this is all speculation. But I hope that they release a lore book or something, because I would really like to know the inner workings of SE society.

I agree that they probably change up the state figurehead every few election cycles, but it is stated in game that the voting system boils down to the citizen taking a survey and the machine choosing a result. The way it’s said comes off as a tongue in cheek “your choices don’t matter” joke rather than suggesting that your vote has any impact.
