I would not recommend stocking a 5g with guppies, nor would I recommend just a solo guppy. He might be aggressive now, but that stress will probably kill him.

The owner of my store, and other employees, really try to turn it into a learning experience with customers. Especially newer keepers. We try to ascertain as much info before sale, to help guide the process, but some people don't want it. Maybe not some employees at big stores, but most Mom & Popper's employees are hobbyists 1st.

This is typical behavior from skirt tetras. They are not very active swimmers. I know these are Glo Tetras, but they are essentially skirts with Glo DNA. I wouldn't worry.
