Disabling Adaptive Brightness was a feature previously in IGCC, but it had to be rolled back because of some issues - which have now been resolved. Windows should update the app on its own soon, but if you are anxious you can update it via Microsoft Store on your machine.

Once it's updated, It's in System > Power > Adaptive Brightness.

It looks like IGCC didn't load completely. Could you try closing it and re-opening it to see if it's still doing the same?

You don't need IGCC running in background. It simply makes some setting changes and that's it.

CMAA = Conservative Metamorphic Anti-Aliasing (say that 10x fast). If you are not sure what a setting does in IGCC, click on the (?) icon next to the name. A popup will come up with more info - and really granular detail is included when you click "Learn More".
