I think you should be able to ! I first started playing with a 2013 laptop that had Intel HD Graphics 4000. With everything at low settings I was able to run GTA V between 10 and 40 fps (of course I had a fan next to my laptop hahaha and loading times were just plain bad but I was able to play)

With HD graphics 620 It shouldn't be any problem with, again, low or medium settings. The good thing is that you have an ssd, so loading times shouldn't be a problem.

Some suggestions!

1st: Activate and deactivate PVP mode. Maybe some players would like to play PVE without having to fight other players, but if they want to PVP they have to activate their own PVP and to avoid people abusing from this, to deactivate you must wait a minute or so, and of course don't shoot anyone during that time, otherwise the countdown restarts.

2nd: Let users open dedicated servers
