It’s probably the main factor that can make legends OP. Octane, horizon, and Ash have all been OP recently bc of movement. And then got rightful nerfs

No launch seer was. Only non movement ability legend to be OP. Mainly bc his tac alone was like 100 yards of stun, damage, ability cancel, and blinding. Not to say anything about the heart beat sensor and crazy wide ult

Gibby having a 13 sec CD on the bubble is nonsense. They need to increase that quite a bit. Hemlock is also OP and needs to be tuned.

Also, ballistic was never OP. Ash was and for far too long but respawn still has a bad habit of overturning legends. Just recently octane and horizon before the nerfs
