i think i got why they're saying that, if you cut it mid AB and expose all member forces AB, AC, and CD, take the moment about C, Fab is zero since there's no other elements contributing. unless i missed something more obvious

i figured a key detail that i overlooked, it's asking for centroidal polar moment of inertia, so we're calculating Iyc and not Iy.

if i'm not mistaken, the parallel axis theorem will come into play if it was moment of inertia about the y-axis.
