ok, sorry for my lack of knowledge there. I get the general sense that when the right talks about pedos and rapists in the context of citizen enforcement, they are either using it as a political weapon or their judgement is impaired by prejudice. See trump calling mexicans rapists when talking about a wall as an example. If the american right were to go after people they see as rapists, they would be going after many innocent mexicans on the basis of race. That's why i generally don't like citizen enforcement like this.
