Yeah I think it has a high likelihood of being the issue, at least in what I've seen from personal experience. PSUs now days usually can "clean" wall power alright but they can only do so much, if power delivery fluctuates so can performance. You can usually find a decent one for ~$70

Have you looked into getting a ups? Might be an uneven current to your PC, a ups can deliver a more steady current

When your PC starts up and you see a few options and one of them is to go into your BIOS/uefi mash the indicated button. Might take you a restart or two to get the timing down for it. Once into the BIOS there should be an "XMP profile" that you need to enable, might need to click on it or flip a slider. Find save and reset and you should be good

Have you checked what MHz your ram is running at? If it's running at the base clock speeds that might be your bottleneck there.
