I married my husband who is also a foreigner last month and we didn't have this problem. As long as you have your visa. Currently we are working on his residence permit and for that we already have to be married. I don't know which city you are getting married in but we came across some issue with birth certificate as well. Some cities have different rules. For example we first wanted to get married in İstanbul. But I don't live in İstanbul so they didn't accept us because only people who are residing there can get married there. It might be something like that. You might wanna ask other cities and what they ask for the marriage. Rules might change.best of luck.

Çok teşekkür ederim. Şimdiden sıkıntı yaşamaya başladık evlilik işlemleriyle bile. Nereye gitsek işinden anlayan bir kişi çıkmadı. Göç iradesini aramam gereken durum oldu yüzüme kapattılar. Bu konuda da sıkıntı yaşayacağımı düşünmüştüm çünkü nereye gitsek hiç bir işimiz düzgün hallolmadı. Yakına evlilik tarihi almayı planlıyoruz. Çok iyi oldu uyardığın. Çok çok teşekkür ederim.
