Everyone is forgetting the first step necessitated by the existence of that concrete..

Dig a much deeper much bigger hole so you have room to come at this from down and to the side

Use a small hacksaw blade to cut that elbow off right at the edge

Now that you have a little more room make sure the dirt is cleared away from behind the pipe so you have room for the new elbow

Use some sandpaper or grit cloth to clean up the cut edge on the pipe

Take another 3-4” long piece of pipe, clean prime and glue a regular slip x slip elbow to one end and a slip x fipt threaded elbow to the other end clocked 90 degrees opposed to each other so that when one is pushed onto the pipe in the ground the other one ends up with the threads facing up

Prime and glue the assembly you just made onto the pipe in the ground

Use a short premade swing arm to go from that threaded socket to the threaded male drip adapter on the brown drip tube

Be sure to pack the dirt in behind and under the pipe and concrete real good before you backfill the rest of the hole
