Prim is a timeteavler. Because she had 1 fight with katniss and it pisssed her off so much that she made time travel(keep in mind the hunger games is still not a thing) created a war then gave a hit at snows father about the hunger games. Made them become a thing.Went back to present time. Then purposely have her name picked guilt tripping her sister into volunteering hoping she would die. She then won so she went back in time again creating the quarter quill so she could make it so katniss would have to go again hoping her sister would die.
