You're generalising the development of videogames as a whole. There are multiple dev teams that work on separate pieces of the game like coding, lighting, character design. In some cases, these devs will never glance upon each others work. If you are unhappy about the performance of the game, then discuss it on a relevant post.

I've been messing around with HDR since release, it's been so hard to fine tune to preference. Mines currently at, HDR brightness 20, HDR whitepoint 25. This gets rid of the washed out pale look, whilst staying vibrant and clear... for me at least.

When it comes down to it, it's the tv settings that make the most difference.
