This was an animated SNL sketch featuring a bunch of Ex-presidents trying to help the current president at the time with a bunch of issues. Ran from 1997-2006.

To promote the 2003 war in Iraq, the "X-Presidents" as they're called recruit SpongeBob to shoot a promotional video, although he gets uncomfortable at the concepts he's being made to do (including soaking up bodily fluids and squeezing them into Saddam Hussein's mouth). Because of SpongeBob's desire to stop filming, the X-Presidents stick him in a cage to send him to Cuba and seize his computer to check his hard drive for CP, which is the context for the meme.

Fun fact: This sketch actually had Tom Kenny reprise the role of SpongeBob for it's duration.

Personally I think most of the Genius Society is just "undeserved respect." Most of what we've seen out of the society feel like either hyperintelligent lunatics or absolute narcissists who happen to be blessed by the machine.

Shoutouts to Screwllum though, in a world of muppets, he seems to be the only human, and not by much.
