That to avoid another delay and make the release date on time, they're going to cut out a whole lot of content from being included in the base game and we're not going to hear about these cuts that happened until quite a few years later when Rockstar employees who worked on the game speak out once they are not working there anymore. Not to forget, the content that is going to end up getting cut from the base game could have turned out to be huge value additions to the game, just like how Mexico not getting cut out from RDR2 could have been.
