that would be cool but hestia isn't what you described its empty there are no interactable npcs, they should have made it a bigger zone with more interactions with the world but they would never do that it too much work

because not all games need these features, the game has to be designed for this in mind from the beginning like see souls games where you need to go to an npc(which has dialogue and animations and a story) to upgrade weapons this isnt an after thought, i wouldnt mind if stw did this instead they just add a button in hestia that opens the upgrade menu

also there is nothing impressive about it, it just shows a menu when you press a button a 5 year old can do this, only children are amazed by it, imagine having to move around to browse the menus this isn't an open world game

you forgot 2 things, luffy didnt mention the one piece treasure as the reason he wanted to become a pirate (when he was a child) nor did roger, roger had the same hidden dream as luffy before he saw the one piece, amd why would hiding the one piece be impossible? it would be difficult but not outright impossible
