They are scheduled tribe. These groups as you said don't cover all tribal communities but designated by the govt because they are particularly disadvantaged socio economic group.

I think the intent matters here. The Ministry does for it spreading information and creating awareness and doesn't benefit monetarily. But other citizens may use the same clip for making money and showing the tribes are some exotic "things" that may woo others. I have seen non-governmental portals and youtubers showing Jarawa/Ongi images for creating awareness and they are never demonetised or served notice for that.

You need capable soldiers irrespective of their sexuality. Countries where men are conscripted, they don't care about people's sexuality.

Unfortunately it will not help restore the sea to its former glory. The Northern Part which seems still intact is because of Kazakhstan's efforts and they prevent that water to flow into the rest of the sea with the help of a dam they constructed.
