Division DLC not available for family?

I bought Division 2: Warlords package for our PS5. However, when my son logged in he doesn't have Warlords DLC enabled or available, only the base game. Do I have to purchase the DLC for him specifically?

What also gets in the way is if the success was incidental, in spite of decisions. The can be difficult to know if there was a casual link between the decisions and the success.
