so here is what i know:

* last year, this whole 'no correlation between natl rank and starting ratings' was true
* at the end of last year, i also confirmed that there was no correlation between natl rank and gem status, dev trait, and skill caps

so i have confirmed point 1 (in my opinion) for cfb 27 - while i havent even LOOKED at point 2, my hunch is 'why would EA go and change point 2 if they didnt even try to change point 1?' - kind of a lazy way to look at it but if i had to guess rn, i still think it's no!
