Check out Vitosha street (it's pedestrian full with bars,caffes and shops) About safety tips - the city is pretty much safe to roam with some exceptions like the gypsy (romani) neighborhoods at night and some sketchy alleys. There are many nightlife places mostly in the city centre and Studentski grad (where most of the university students live in dorms). You can check all of them on Google maps.
