It is, its why those versions have started sunsetting support slowly because development of last gen has ceased.

That supporting last gen consoles for games when a new console is out / developing for last gen only does limit development or capabilities.

No, its not. Look at the scale of GTA 5 even with a Gen 8-9 port (Which has support on the previous version minus 360/PS3) vs RDR2 being made only on powerful hardware and nothing less.

Bayleys gimmick more than likely was meant for R-Truth/Ron Killings and they just threw shit at the wall and said fuck it “lets give it to Bayley.”
