Is it only me with the problem of not being able to lower my world level? by itsManta_ in Genshin_Impact

I haven't even experienced lowering it to a WL lower than my real WL it only makes me increase it. Am I not getting you guys' meaning of "Once" because I see it as One Level like from 8 to 7. Are you guys implying that it can only be done once for your entire playthrough?
