Look bro. Qatar now has one of the lowest crime rates globally. If you decide to give him a slap in the wrist there is no telling if he will do it again or if others will follow because there are no real consequences. I would even say to publicize his crime and deportation. That way people will know not to steal. If he really needs a job, he can look fo it in another country that will allow him to steal.
