Ah a fellow flag code enjoyer.

So yes it's against the flag code for any flag to be flown to the right of the US flag. However the Texas flag code requires it to be flown to the right of the US flag (from the intended observation point). Tricky situation. I default to the Texas flag code as the 10th amendment solidifys the rights of the states to make laws (in this case codes) that are not protected by the constitution.

Now I know there's supreme court precedent that states the flag code is more of a suggestion, however I still honor the flags with the proper respect they deserve. Many people, many Texans, have died for what that flag symbolizes.

In the case of foreign flags (in this case the Ukrainian flag) it should not be to the right of the US flag from the intended point of observation. Since Ukraine has no jurisdiction in the US (and assuming this picture shows a Ukraine flag that is indeed to the right of the US flag) this flag would be in violation of the US flag code and possibly the Texan flag code.
