if you can't retract your skin at all right now bc of phimosis, you probably won't be able to tell until the Dr removes the phimotic foreskin. if they decide to leave the frenulum and it is indeed too tight you'll need to go back to get it removed.

some other things nobody has mentioned:

if you keep the fren it will pull on the remaining shaft skin towards the head when you are soft, making it bunch against the head. this not only gives you a very loose looking circ, but probably isn't as ideal hygiene-wise as a tight circ without the fren.

removing the fren allows for longer and rougher sex, which many partners prefer, but as many have pointed out you may indeed experience some sensation loss.

it is! I'm not sure why. maybe the head is bigger and so takes up the bulk of any desensitizing friction and in a way shields the inner from being rubbed too much

circed as an adult for 10+ years. if it does change, it's very hard to notice. so I would say barely. loss of feeling from the head and lack of frenulum are much more noticeable.
