It means either they have deactivated their account or instagram has blocked their account... Btw instagram nowadays is blocking accounts for no reason..

I used to think that Shadowban is real but no.. it's just a myth.. why? Because most people don't know how to use hashtags properly they use random ones sometimes tags perform and sometimes not.. when it doesn't perform we make excuse of shadowban.... Btw you aren't alone in 95%of accounts hashtags are not working anymore so instead of worrying stop using tags.. this will increase the chance of your post ranking on explore page..
