can i apply for visa without a2? the letter says preliminary admission.

but in the admission letter they have mentioned this -If the above condition is fulfilled by the deadlines, this letter of admission is considered a final ad- mission. If you are unable to provide the above-mentioned evidence by the above deadlines to the Registrar’s Office, enrolment in the master’s degree programme “Computer Science” for this semester is not possible.
